The co-ordinator, children services or the reviewing co-ordinator from the originating team should convene a transfer child protection conference. This must be held within 14 days of the family’s move and within seven days when there is a dispute regarding supervision. In some instances where a family is planning to move but has not yet done so, it might be appropriate for the transfer child protection conference to be held prior to the move taking place.
The co-ordinator children’s services or the child protection review co-ordinator of the originating team can negotiate with the equivalent manager who is receiving the case, the responsibility for convening and chairing the transfer child protection conference.
Whenever the family of a registered child plans to move or has moved to another area or authority the co-ordinator, children services must ensure that all tasks allocated to the social worker and the team leader have been fulfilled. The co-ordinator, children services or the reviewing co-ordinator from the originating team must ensure appropriate attendance of staff from both local fieldwork teams. He/she must invite all other agencies involved in the case and should seek advice from the receiving relevant manager as to which local agencies should be invited. Particular care should be taken to ensure that the heads of the relevant pre five establishments, primary and secondary schools and the health visitor are advised of the registration and invited to attend the transfer child protection conference.
The transfer child protection conference will decide and minute whether responsibility for managing the case remains with the originating team or is assumed by the receiving team. If agreement cannot be reached then the matter should be referred to the heads of service/ directors in each authority.
If it comes to light that a registered family has moved into a new area, without formal notification of this change of address from the originating team, the relevant manager for the receiving area should contact the co-ordinator, children services from the originating team to request that he/she convene a review child protection conference in order to negotiate which team will be responsible for supervising the case until the transfer child protection conference.
